The difference between perfume and cologne is the concentration of scent in relation to the amount of alcohol, water or oil. The amount of alcohol or water determines if the perfume is eau de toilette or cologne.
Perfume - 30% concentration
Eau de perfume - 15% concentration
Eau de toilette - 8% concentration
Cologne - 5% concentration
Cologne splash - 3% concentration
